When we think about protecting our community or country, we often picture border patrols, military forces, or advanced security systems. But there’s another vital defense line that doesn’t get enough attention—honest business practices. Tax evasion may not make the headlines, but its impact is far-reaching. By avoiding taxes, businesses weaken public trust, reduce funding for critical services like schools and roads, and risk their employees’ stability. Even something as small as issuing a receipt is a step toward protecting our collective well-being.

Everyday Tax Evasion: A Hidden Threat

Imagine this scenario: You’re about to buy a chicken cheeseburger for €9.50, but the vendor offers it for €8.50 if you pay in cash—no receipt provided. Or, you visit a car wash, and a €25 service is offered for €20, while car tire charges drop from €30 to €20 under the same conditions. (pay in cash—no receipt)

Sometimes, businesses offer special deals to people based on their background or appearance. Unfortunately, some people believe that a few immigrant-run businesses might do this (though not all do). These “deals” may seem like a bargain, but they involve unrecorded sales. When businesses do not record transactions, they avoid paying taxes on that income.

Now, imagine this happening thousands of times a day. The result is a huge loss of public funds—money that should go toward schools, healthcare, and infrastructure.

I personally encountered such behavior during a work trip to a popular city in Finland. At a restaurant, I was handed a questionable receipt missing essential details like the restaurant’s name or address. When I insisted on a proper receipt, the manager claimed the machine was broken and but half an hour later until we finished our meals he came back and offered three different receipts from another restaurant with incorrect amounts and times of having meals. 

The situation escalated and became hostile, ultimately requiring police intervention. At the police’s request, the restaurant owner emailed me a handwritten receipt, which unfortunately does not meet my needs. I understood that the restaurant was operating illegally, officially closed for Christmas holidays, with surveillance cameras and cash registers deliberately disabled. This incident serves as a clear reminder of how easily businesses can haunt  unethical practices in pursuit of quick profits.

This receipt does not appear to be for a restaurant meal purchase and cannot be used for reimbursement. It lacks essential information such as the business name, registration number, and city.

Steps to Strengthen Accountability

Tax evasion isn’t inevitable—it thrives when systems are weak and accountability is lacking. Here’s how we can address the issue:

1. Active Monitoring

Authorities must maintain strict oversight of business operations. Excuses like ‘kassa kone on rikki’ (the cash register is broken) are often used to avoid proper record-keeping. These excuses are typically given to people who seem to be in a hurry or are with their families, as such individuals are less likely to question and more likely to leave quickly. They are unaware that they are unintentionally being used and instrumental in avoiding tax. Regular monitoring and surprise inspections can deter such behavior.

2. Public Awareness and Responsibility

As customers, we play a crucial role in combating tax evasion. Accepting discounts without a receipt or failing to ask for one prolong the problem. By requesting valid receipts and reporting suspicious practices, we can hold businesses accountable.

Practical Solutions for Transparent Practices

To tackle the “no receipt, no problem” mentality, municipalities and businesses can implement these strategies:

  • Mandatory Receipts:  All businesses must provide a receipt for every transaction. To remind staff and customers about this rule, place clear and visible signs at the counters.
  • Modernized Systems:  Replace outdated cash registers with secure, approved technology that tracks all sales.
  • Customer-Friendly Bins:  Provide dedicated bins accessible to customers who don’t want their receipts, ensuring they’re disposed of securely.
  • Undercover Audits:  Authorities can perform random, disguised purchases to ensure compliance.

Encouraging Ethical Leadership in Businesses

A company’s integrity starts with its leadership. Business owners can lead by example by training staff to always issue receipts, avoid “special” cash-only -no receipt discounts, and handle discarded receipts responsibly. Building a culture of transparency and accountability ensures long-term trust and stability.

The Role of Public Campaigns

Raising awareness is one of the most effective ways to change behavior. Imagine a weeklong initiative titled “Give a Receipt, Ask for a Receipt.” Posters, ads, and social media campaigns could emphasize the importance of receipts and their role in supporting public services.

The consequences of Small Choices

That seemingly innocent €9 burger sold for €8 without a receipt isn’t just a one-euro loss. It erases the record of the entire €9 transaction, undermining the system that funds our public services. The modern economy relies on the circulation and multiple uses of each euro. Hoarding cash or keeping money undocumented slows down the overall functioning of the economy.Every unrecorded sale adds up, leaving schools, hospitals, and infrastructure underfunded.

Creating a fair, thriving marketplace starts with the basics: issuing proper receipts, reporting transactions accurately, and holding each other accountable. By committing to stricter oversight and promoting awareness among citizens, we can foster a culture where tax evasion has no place.

No matter who you are—a customer, a business owner, or a policymaker—your actions make a difference. By always asking for a receipt, whether you pay with cash or card, we can uphold honesty and fairness in every transaction. Let’s join forces to build a stronger, more trustworthy community.
